Considering the Techmarine

He has been much maligned and rightly so.  A bit pricey, not real functional and sucks up an elite slot.  However, what do you get with one?  Servoharness is really a must, so 105 points base, add in a storm shield and we are up to 120 points.  A bit more than an EC with ATW.  What do you get?  Two wounds, two base attacks, power weapon (sword), two power fist (servo arm) attacks and 2+/3++ saves.  Shooting choices are bolter, flamer & TL Plasma pistol.  Even though he is an Elite choice, he has the Independent Character special rule, so gets the 2+ LOS!  By himself, not a good idea, but in a Crusader squad or Allied IG Blob, he not only gives ATSKNF & Fearless in CC, but gives his Ld and a bit more bite to the unit.
